Muncie cop suspended for misconduct, faces hearing and firing

MUNCIE, IN - A Muncie policewoman accused of misconduct has been put on leave without pay and awaits a hearing to decide her fate.

The Muncie Police Merit Commission decided last month to suspend Amy Fisher after a report that she violated rules and procedures. Police Chief Steve Stewart said the veteran officer was accused of conduct unbecoming a police officer, but he would not elaborate about the specific incident.

Fisher has been on the department more than 12 years and works uniform. She also did a stint with the drug enforcement task force.

Commission President Dea Moore also offered no details about what sparked the leave and said the commission was following up with a hearing to review the accusations. Fellow commission members Ed Siler and Phyllis Amburn also offered few clues to what Fisher did wrong. The other commission members are retired cops Duane Cougill and James Winkle.

On Thursday. the commission appointed three people that could serve as a hearing officer in the case. They included attorneys Tom Malapit and Mark Ervin, and retired Judge Robert Barnet Jr. The city and Fisher will strike one person with the last person being the hearing officer.

Moore declined to say whether the hearing would be open or closed, as attorney Ray Brassart proceeded with notifications and setting a hearing date.

The commission also accepted the resignation of patrol woman Jami See and appointed Erin K. Watts to replace her. The department has 103 officers on the payroll with a handful paid by federal stimulus funds.
