The wife of a
man fatally shot by police Sunday in northwest suburban Des Plaines filed a
federal lawsuit Monday against the officers.
Tracie Salgado
claims her husband, Carlos Salgado, was driving home when Des Plaines police
stopped his vehicle about 3:30 p.m. Sunday in the 1900 block of West Touhy
Avenue in the suburb, according to a suit filed Monday in U.S. District Court
in Chicago.
The suit claims
a second officer arrived for backup and “without cause or just provocation” at
least one of the officers shot Salgado.
Salgado, 44, of
the 400 block of West Touhy Avenue in Des Plaines, died of a gunshot wound to
the armpit area and the death was ruled a homicide, according to the Cook
County Medical Examiner’s office.
Police did not
say what led to the shooting, but said some officers were injured and treated
and released from Advocate Lutheran General Hospital in Park Ridge.
The three-count
suit claims the use of deadly force was “unprovoked and unwarranted” and is
seeking compensatory and punitive damage plus attorneys’ fees and the cost of
the suit from the officers, who are not named in the lawsuit.
The Illinois
State Police Public Integrity Task Force is investigating the shooting, and the
Des Plaines Police Department will review internal policies and procedures and
“any criminal element of this case.”
